I'm not excusing his behavior, but there's a clear reason for it. His arrogance came from his family boasting about their pure blood and riches. But, children eventually grow up (well in his case, he was forced to). Notice how he wanted to watch the death of Buckbeak in the 3rd book, but a few 本 later he doesn't like death nor does he want to cause it. Instead of being a bully at his free will, he was forced when he was a Death Eater. ..I didn't like how he bullied his peers, but what I 愛 about him is that we see a transformation in his character. He wasn't left the same exact kid we saw at the beginning. Sorry for the unnecessarly long explaination on my opinion.
