On ファンポップ ホーム page there is a bar that is green and in the upper right (on my browser). It says "Start a new club". If this was not what あなた were asking, sorry.
ファンポップ doesn't allow new members to create クラブ instantly. あなた have to wait a few months after creating your account before あなた can start a new club. It's supposed to make the creation of duplicate または spam クラブ less likely.
