Those アイコン are called GIF icons. Try Googling that.
P.s. GIF アイコン don't 'work' on Fanpop. If you're planning to use GIF アイコン on Fanpop, then you're out of luck. あなた can アップロード GIF アイコン as your プロフィール アイコン but those アイコン won't 'move' または 'change'. Just saying.
