Is it normal for a new comer in fanfiction.net to be unable to post a story right after signing in?

After signing in, I immediately pressed the 公開する button on the left side but it 発言しました that I won't be able to post a story right away because of 2 reasons: I was a new comer and some other reason... Is this normal? When can I start posting my ファン fics.?

Have あなた accepted the guidelines? あなた have to do this every once in a while to keep posting. Just sign in, go to the 公開する tab, and then click rules and guidelines. Click the link on the bottom of the page and あなた should be set!
