Considering Hush Hush was published before Fallen, I'd say if there was any plagiarism, it would be によって Lauren Kate, not Becca Fitzpatrick.
I haven't read the books. (They're both sitting on my shelf, ironically enough, I just haven't gotten to them.) They're synopsis' sound similar, but that doesn't mean much.

Hush Hush is rubbish compared to Fallen. my opinion.
Ive read fallen but not hush hush. From what i gather theyre pretty much the same story but i highly doubt anything is plagerized. For those who've read both series: should i read hush hush または is it pointless if ive read fallen?
