Character's name is Charlie Connor. He was part of the resistance on New Caprica. Afterwards he was on the jury to try and convict the collaborators (the guy who's son died). He was one to the guys who attacked Baltar in the bathroom. In episode 4.13 "The Oath" he leads the armed civilians who take over fire control during the uprising. Got all that from BSG Wiki. He's a jerk!
