probably because almost every アニメ character has really pale skin (it makes it difficult for perfectionist cosplayers with dark skin so that might be why)

she's a girl. dogkeeper was a plan into making a guy talk for No.6's plans. and Nezumi made her dress up as a prostitute. she felt uncomfortable about the whole thing.
