Did anyone see this animated movie before?

I saw this The Scarecrow a few years 前 on TV. It was about this orphan girl who falls for a scarecrow that comes to life によって some 魔法にかけられて witch. When the scarecrow comes to life he wishes to become human(not 魔法にかけられて style または Who framed roger rabbit style like in シュレック 2 with シュレック wanting to become human so that he would make Fiona happy)so the 魔法にかけられて witch gives him this magic feather that he has to wear on his hat so that people will see him as a human but he has to avoid mirrors as people will see him as a scarecrow.
